What if you can't find a job? The most recent Bureau of labor Statistics data shows 4.8 million job openings in the United States (see here). Unemployment is 9.3 million (see here). So two searchers exist for every job...and this is spread over the United States.

I disagree that there should be a requirement for work in order to receive food stamps. I think you should be showing that you are actively looking for work and putting forth an effort. If jobs are not available to everybody, then how can we hold them accountable for feeding a family? Are we supposed to let them starve? I think there becomes a point when we must begin worrying about what is ethical as a policy, not what is economically efficient. We live in a world where this is plenty of food to feed everybody, yet people still die of starvation. There must be some kind of policy that can be implemented that is relatively economically efficient.
