I think Obama is making a case for a week federal government attempting (and failing) to enact substandard policy that requires the will and force of a much stronger federal government. If this policy had been enacted by a stronger more efficient state, it is possible the blunder would have been avoided
Of course people are displeased, who wouldn't be displeased with a failing system? I'm just interested as to how they will turn all of this around and how long with it take.
